From what I was told at the dealership when I asked is that the fuel filter is an internal part of the gas tank, and if you want or need to replace it you will need to drop the tank and remove the fuel pump/filter. I have a 2003 Civic LX coupe, that is a Canadian car.
I have a 1982 Honda Nighthawk. If you remove the bolt in the front of the motor on the bottom the fins and bolt will drop down. You will then see the oil filter cartridge. It looks like an air filter but it is for oil. Change the cartridge and reinstall.

You do not need to change the fuel filter at all unless the pump fails. Then you change it. And yes, you must drop the tank.
I had this problem myself... You have to actually drop the transmission and take it apart to change the filter. Very bad design if you ask me. Im sure it had something to do with saving them money one way or another.
