Unless there is an access panel above the fuel tank inside the vehicle you must remove the fuel tank.
Actually there is an access panel.
The fuel pump is located in the tank. You will need Pliers, a Phillips screw driver, a 14m and 13/16 wrench. Remove the back seat. Pry off access cover and you will see the top of the tank. Disconnect the 3 lines that go to the fuel pump. Remove 8 Phillips screws, and carefully pull out fuel pump assembly. Remove and replace strainer and pump. Reverse procedure for installation. NOTE: you will need silicone to reseal access cover. NOTE: Procedure was done on a 1995 Tercel, 1996 should be the same.

It could be dirty fuel injectors.
The fuel pump on a 1983 Toyota Tercel is located inside the fuel tank. It sucks fuel from the tank and pushed to the engine.
A 1996 Toyota Tercel will hesitate on acceleration at cruising speed if the fuel filter or injectors are clogged. This prevents the engine from receiving enough full and will hesitate.

1989 Tercel does not have a carburetor, it is Fuel Injected. Wrong. My 1989 Tercel has a carb.
the fuel pump is on the top of the engine.remove all the hoses,and then the bolts,then pyt new pump on in reverse of taking it off.
On the firewall above the air intake hose and the purge canister. You can't miss it.
