I just had to change out the front blinker bulb on my 97 sunfire gt, and as far as I know, there were no huge revisions between the 97 and 98 model year, so here's what you'll need to do. First of all, take out the headlight above the blinker. Your manual should tell you how to do this. Then, simply reach through the hole you've just created to losen the nuts holding the light bulb casing in place, pull it out, and change the bulb. Simple!

I just changed the passenger side fog lamp on our 98 TA, I was expecting it to be a chore- but just as mentioned, raise the headlight and the hood, go in behind the headlight, twist and remove. There was no reaching around things, it's straight in, straight out. I didn't even get my hand or arm dirty. It took me 4 times as long to change the headlamp on the vehicle! I had to change both of them on my 98 TA and ended up with cuts and scrapes. The best way is to raise the headlights so you can get one hand through the compartment(top side)and grap the bulb holder. Then its just twist and pull.
Find two clowns, have one replace it while the other one supervises. J/K. Behind the headlight should be a dial of some sort that holds the bulb in. Turn the dial to release the bulb. Once that is completed, then you should be able to remove the bulb. Simple. (The hard part is knowing which way to turn it and if it's stuck from grime and dust).

Well if the fuse is good, it could be a blown bulb. If the bulbs are good. Check you headlight switch.
It depends on what you are talking about, if you are talking about the relay, then that is located in the fuse panel under the steering column. On the other hand, if you are talking about the actual bulb itself, then just buy a new bulb and replace it inside the main headlight unit.
