Find two clowns, have one replace it while the other one supervises. J/K. Behind the headlight should be a dial of some sort that holds the bulb in. Turn the dial to release the bulb. Once that is completed, then you should be able to remove the bulb. Simple. (The hard part is knowing which way to turn it and if it's stuck from grime and dust).
the headlight assembly needs to come out in order to change the bulb ive had to do that to my 98 as well.

It depends on what you are talking about, if you are talking about the relay, then that is located in the fuse panel under the steering column. On the other hand, if you are talking about the actual bulb itself, then just buy a new bulb and replace it inside the main headlight unit.

The instrument cluster must be removed to replace the light bulbs on it.
if it's the same as a 98 then all you need to do is find the power cords running to the back of your headlight assembly and turn the attachment left about a 1/4 turm. That will free up the cable allowing you to remove the bulb. Make sure you don't touch the new bulb with your fingers, the oil from your skin will shorten the life of the bulb. I installed mine using a paper towel but I've seen recommendations to use rubber gloves.
