The 2000 Grand Marquis has locking wheel covers. There is a special wrench which is keyed to the vehicle. Look for a green plastic bag in the glove compartment or trunk which contains a T-shaped wrench about 5" across. One end of the handle is a flat blade screwdriver which you use to pry out the center disc with the Mercury logo from the wheel cover. Once that is removed, you should see a bolt which matches the key shape of your wrench in the center. Use the wrench to remove this bolt. The wheel cover can then be pried off of the wheel using a screwdriver or tire iron in the usual way.
