You have to remove the steering wheel, and it requires special tools.
Remove the ignition cylinder retaining ring. Poll the ignition cylinder out. Remove the wiring harness from the back of the ignition cylinder.
I believe that the switch is located in the ignition cylinder (which you can get from any auto parts store). Unfortunately you'll need a steering wheel puller and a tilt removal mechanism before you can start with that.

Get a mechanic
First you have to remove the steering wheel, that's why I would leave it to a pro. There's a Haynes manual (#38025 (1420) that has the complete instructions for removing the steering wheel and ignition switch. Try Amazon or Ebay to find one. They're dirt cheap now.

Get a doner car from the wrecking yard and change it out. If it is because it was stolen, it is probably cheaper to have someone repair the one that is in the car.
