first you will need to remove your instrument cluster. there should be about 2 or 4 screws holding it into the dash. after the removal of it, you will see several "screw in" light bulb plugs just like what is on a headlight bulb or tail light. You probably don't need to change the dash lights. On the headlight panel there is a control to dim or brighten the dash lights. This same control allows you to turn them completely off. I don't remeber on that particular car if the light switch rotates or has a separate switch but all cars have this feature.

my 95 neon did the same thing check the ground wires in the trunk there are in the corners of the trunk next to the tail lights take them lose and sand the contact area.s that should fix your problem
