They are not supposed to be serviced seperately but if you know how to solder and can get some bulbs from radio shack they can be replaced.
Pop the control out with a flathead screwdriver then disconnect the wires. Split the control in two pieces and the bulb will be in plain sight.
I suspect you are talking about the backlighting of the steering wheel controls. You have to change out the switches themselves per my GM dealer parts guy.
Between your steering wheel and your instrument panel on your steering column, you will find a small rocker switch that controls the parking lights. I can't tell you why it is there, but it does turn the parking lights off and on independent of the ignition and headlight switch.
It's on the top of the steering column, just behind the steering wheel.
A combination switch is the unit behind the steering wheel that hold the controls for the lights, cruise control and window washer.
Remove panel below steering wheel and refer to legend on panel for answer.
Different cars different controls. Usually turn signal, lights, wipers etc on steering column.
Check the steering column. There is a switch mounted to the column that controls the backup lights and the neutral safety switch.
You can't just replace the lights you would have to replace the whole control cluster.
Daytime running light module may be the problem

The relay that controls the taillights and interior lights on a 2000 Mitsubishi Mirage is in the driver's side fuse box. It is to the left of the steering wheel in the dash.
