I doubt if it can be reset. Probably a sensor fault if it is reading incorrectly.
The 1999 Cadillac normal coolant temperature gauge reading should be 180 degrees. A 195 degrees thermostat could be used, causing the temperature gauge to read 195.

REPLACE THE OUTSIDE SENSOR.THE OUTSIDE TEMP. SHOULD SHOW ALL THE TIME,INSIDE ONLY WHEN INSIDE CONTROLE IS MOVED..........
If it's the same as a 1999 model, the outside temperature module is located in front of the radiator and behind the front bumper.
You need to buy a new outside temp sensor ($15) It's located between the Radiator and the Bumper of the car (Looking from underneath the car)

Most likely you have a faulty temperature sending unit, which is located on the front top of the engine block. Before you do this procedure, make sure there are no lose or broken wires from the sending unit, to the temperature gauge on the front dash board.
Which bulb are you speaking of? The in-dash indicater or your outside turn signal?
You have either a poor connection or a bad outside air temperature sensor. It is located on the driver's side of the engine compartment in front of the radiator. Check the connection for corrosion. I have discovered that my Ram 2500 inside temp guage is somehow tangled up with the compass. when I turn in any direction the temp. changes I guess it has to go to the dealer!I am one of the 3 who have this problem. just press and hold both buttons in like you are resetting the economy! I had the same problem. figured it out on a road trip. same goes to get it back. Check to see if you are reading the compass. Mine had me going for a while before I figured out that it was reading heading degrees not temperature degrees. The resetting process can change it between the two types of readout.
