If you are looking to change the Parking Brake handle itself including all of the hardware, you can by the new piece from Honda and unscrew two bolts that secure the handle to the frame of the car, disengage the two parking brake cables and screw off the handle.

However, if you're just looking to replace a component of the parking brake handle (for example the parking brake chrome cap because it is worn), this is a different story. You can peel off the handle cover easily. There is one spot where it is glued to the metal part underneath that can be taken off with no harm done to any pieces (just a little elbow grease). Then, be sure you have the replacement cap from Honda, and you can actually screw the original cap off. This is VERY hard to do with just your hands so it is easier to use pliers to assist. It will take some force and you might partially destroy the cap you are replacing (but that's okay because you are replacing it). Keep turning the old cap and it will eventually come off. Now, coat the metal threads the original cap came off of with WD-40 and spray WD-40 into the new cap. This is the harder part. Using your hands, replace the cap and screw the new cap back into place (you don't want to damage the nice chrome finish of your new cap). I found the most success in turning the cap with both thumbs and index fingers on the cap at the same time. After you're done, put everything back into place.
