get a simple auto mechanic kit. using either 9 or 10 size tools, take off the side skirts. (this is necessary to take off the wheel well. after you take off the wheel wells, you will be able to reach the screws behind it to unclip the bumper. it may seem daunting and hard to do, but the only hard part is the clips. make sure you remember where everything goes back for when youre done.
(can anyone else input advice for the screws around the trunk and under the car if any?)

The rear bumper on a Honda Civic is held on using several mounting screws. After remove each screw the bumper will be held on with mounting clips. The bumper can be gently pulled off.
All civic front bumpers from 1999-2000 are interchangeable, however the rear bumper of the Hatchback model differs from the rear bumper of the coupe and sedan.

To install a rear bumper on a 1999 Honda Accord place all the mount clips in the appropriate brackets. Clip on the bumper then proceed to screws in the hardware in the correct mounting locations.
A 2004 Honda rear bumper cover can be made to fit a 2007 Honda Accord. However, the amount of helper parts to make this fit happen will cost more in the end than it would to have just bought the bumper outright.
