On my 86 you had to remove the lockouts. You can rent the special tool from Advance or AutoZone. It ain't hard but plan on half a day(4-5 hrs).

put in manual hubs. that is the best way to make sure that they get locked in every time.
Possibly warped brake rotors.
Purchase a repair manual for that vehicle from your local auto parts store if you are not familiar with brake repair.
