1. Open your picture: File->Open 2. Go to: Image->Image Size 3. To make sure your picture scales proportionally make sure the following are checked on: Constrain Proportions and Resample Image.

After loading the image into Photoshop, go to "Image", "Image Size", and then click on one of the two drop-boxes that appears to the right of the "Width" and "Height" boxes, then from the drop-down menu select "percent".

Alternatively, you can select the layer you want to re-size in the layers menu, then go to "Edit", "Transform", "Scale", and then change the percentage in the "W:" or "H:" boxes. ( Width or Height ) Clicking on the chain link between the two boxes will ensure that the image keeps it's proportions when re-sizing it.

To change the size of a photo in Photoshop (I have CS2 version) just click on image, image size, and select the type of measurement you would like (I use inches) and set the width OR height. Scale styles, constrain proportions and resample image is also checked in the boxes below. If your photo measurements are not correct both ways, you will have to set one measurement and then go back and crop to the second measurement. If you set both measurements under image size you will get distortion of your photo.

Resizing images are relatively easy. Just go to Image->Image Size. This will resize your image while your canvas size remains the same.

The other one Image-> Canvas Size is resizing the image and the canvas size too.

On the Adobe PhotoShop you can resize pictures by going to the tool bar on the top and clicking on the 'image tab' then going down to 'image size'. After this you would need to put in the dimensions you want the picture to be. After this the picture will then be the size you want.
