Not sure if it's the same for your car, but on the '95 1.9L, you have to remove the dash cluster. Remove the negative battery cable to prevent accidental airbag deployment if equiped. Start with the trim, remove screws and wiggle it past the steering wheel. Then there's a few more screws to remove the clear plastic cover and the white dash assembly. There will be a few electrical connectors on either side that need to be removed. And it'll be tricky to get your fingers to release the speedometer cable from the speedometer gauge... take your time. Then use some needlenose pliers and pull the old cable out. Lube up the new cable slide it in - make sure it's all the way, and reassemble.
A manual transaxle requires 2.9 quarts of MERCON automatic transmission fluid. Fill at speedometer cable connection.
Look up 1991 ford escorts manual transmission speedometer

Im not sure there is a speedometer cable generally speaking speedometers have been electeonic for many years---phone and see if there a listing for your car but if there is a cable you have to reach behind the the spedo head in the dash ---release the clip or nut that holds it to the head then just pull it off---then go down to the transmission and release it from there and just pull it through the firewall
Could it be the clutch? Or cable?
Yes it is.
