Assuming the steering wheel isn't straight when driving straight down the road you would have the front end aligned to correct this situation. I would wonder about the condition of the front end as to why it is off.

To unlock the steering wheel on a 1993 Honda place the key in the on position. Doing so will free the steering wheel.

I'm not exactly sure what you mean by a steering wheel position sensor. There's no such thing. There is a sensor for the pressure to bump up the idle if the vehicle is sitting still and you turn the wheel. There's also the turn signal cam and canceling switch.

The proper hand position on the steering wheel used to be 10 and 2 but it has changed and is now 9 and 3. I am not 100% why it changed but I believe it changed so you could have a better grip on the steering wheel.Part of the reason for the change was to have your arms out of the way of the airbag.

A person removes the steering wheel with a steering wheel puller, after removing the airbag to the car. Then they put the new steering wheel on the car, after aligning it correctly.
To change a steering wheel a person needs a steering wheel puller to get the old one off. Once it is off, replace it with the new one, which will go on easily when aligned correctly.

If you just want to raise or lower the steering wheel, there should be a handle on the left side of the steering column about halfway between the back of the steering wheel and the dashboard. Just push the handle down to unlock and adjust the steering wheel and up to re-lock it once it's in the desired position...
