If its anything like my 2000 tahoe-the washer reservoir is located,in the fender in front of the driver side wheel well. You must take off the plastic wheel well liner to access the reservoir-held on by 5 or 6 plastic plugs. I think there's one bolt that holds the bottle on near the bottom and then you go up top under the hood and remove an upper bolt. Remove the bottle from beneath and replacing it is the reverse but you must put the bottom bolt in first to hold it in place before going to the top and installing the top bolt.
The other one is for the rear window washer.
If the 2003 model is similar to eariler models, the washer fluid comes from the reservoir under the hood and is the same supply for the front washers. Hard to believe but a small hose runs all the the way from the front of the vehicle to the rear window on my 96 Tahoe.
Firstly, check your owners manual for the exact location of the windshield washer container. Add the recommened type of wahser.
The rear window wiper motor on a 2001 Chevy Tahoe is changed by removing the inner trim and disconnecting the wiring harness. The mounting bolts and wiper arm can then be removed and a new motor installed.

You have to take the battery out and remove bolts at the top of the reservoir. Then you have to remove the plastic pins inside the front left wheel well to allow you access to the bottom of the reservoir. There are bolts on the bottom to remove as well. You have to remove the hoses from the washer pumps and the reservoir should slide out thru the wheel well.

Not an answer to your question but I walked Orr side and my same window was shattered. I'm thinking it's a falty.
You have to change the whole rearend and the master cylinder.

first you take the entire door of your tahoe than you lick the power window button till moistly wet add a dash of shugar and hook up a 200 volt battery to your nipples then touch the window button for 4 hours then turn off the battery and your window should work. From, MR. RED GREEn

Smash the window that's the best way
You don't. The Chevrolet Tahoe does not have a timing belt. It has a chain which requires no scheduled replacement.
The windshield washer pump is located on the water reservoir. Remove the wheel on the driver's side and then the cowling around the wheel well that is in front of the wheel. Once it is off, the windshield washer pump on the water reservoir will be visible for easy replacement.
You should be able to do this just by looking at them. They'll start at the windshield washer fluid pump (located at the bottom of the reservoir), come up along the firewall, and terminate at the sprayers.
They should turn on when you turn on the rear window defrost.
