no ! you can replace this motor , it`s very easy
it is on the wiper motor unplug wires unscrew cover and it pops out gos back in just the same
Remove the wiring harness from the back of your 1995 Chevy Lumina front wiper motor. Remove the traveling arm linkage from the wiper motor. Remove the wiper motor retaining bolts. Reverse the process to install the new front wiper motor.
I hope all you are changing is the arm ...remove the casle nut and washer on both the arm and idle and gently py it up....it fairly simple good luck
* Pry off the cover for the wiper arm nuts unscrew the nuts and remove both wiper arms * disconnect the windshield washer line remove the single retaining screw release the five push-in retainers and remove the cowl cover * Unplug the electrical connector from the windshield wiper motor * Remove the three wiper motor assembly retaining bolts and remove the wiper motor assembly * Detach the wiper transmission assembly from the wiper motor crank arm * Detach the wiper motor crank arm from the wiper motor assembly * Remove the three wiper motor retaining screws and detach the wiper motor from bracket

The wiper motor is under the cowl where the wipers are. I is in its own little hole just above the master cylinder. Once you remove the wiper arms and pop off the cowl you will see it under there. I have a 95 and just did mine and it used 10 mm sockets. Good luck, kinda tricky to put it back in.

the wiper hooks directly to it open the hood, look straight back towards the windsheild. You will see them sticking down or slanted.
Not sure if the 95 and 99 Voyagers are the same, but on a '99 Voyager to remove the rear wiper arm, you have to lift a tab that is to the right of the circular cap. You have to raise the wiper arm off the glass then pry the little tab up. After the tab is raised, you can wiggle the arm off the wiper motor.
Locate the old motor. Remove the mounting bolts and disconnect the wires. Installation is reverse of removal.
Check the fuse for the wipers. Otherwise the wiper motor is probably done for.
