To change your Pennsylvania license back to an Ohio drivers license, you must first reside in Ohio. Visit any Bureau of Motor Vehicles to begin that process.

There is a fee penalty but nothing else. They will allow you to change your license when you get around to it.

Go to the IL DMV offices - present your old drivers license and request an application for an IL license.
You first need to go to the DMV. Then ask them to change the address on your drivers license 10 days before moving to a new state. I assume they will mail you your new drivers license.
