Best way to do it would be to warm engine and use a can of starting fluid to spray hoses and vacum connectors, as you are spraying listen for the engine to change speed, when this occurs you have found your vacum leak. I would also be advisable to have a fire extinguisher made for garage or kitchen just incase.
Check the vacuum source to the vacuum modulator. If it's good, try a new modulator.
Is the vacume for the distributor TIMED vaume or full vaume at idle???

Make sure you have no leaks from any of them if you do it could cause the problem. Can also be the power steering pressure switch or the Idle Speed Control Motor is defective.
