Remove the fuse and replace with a new one or check the fuse with an ohm meter. or you can (with motor off) replace the horn relay with the fuel relay and see if it honks if it does its good.

Check the fuse box 1st. I justed changed the fuse for a 2000 Neon. It was a 20A fuse. Check the driver side door panel. Have the driver door open and look at the fuse panel. Check fuse and bring the fuse into the store and find th replacement. Worked fine afterward.
