Switch the ignition to on. Put your meter to 12VDc. Touch the hot wire going to the solenoid with the meter positive probe . Touch the meter negative probe to ground. If you have 12VDc and you don't hear a click when you turn on the switch, the solenoid is probably bad. If you don't have 12VDc, check fuses and the wire going to the solenoid.
Turn the key off, shuts fuel off.
It shuts off the fuel supply to the carb,they are spendy to buy so i just a different bolt where the solenoid was and the problem was cured. Additional: The solenoid is an important part of the safety system. No professional will tell you to bypass it because of the liabilities. The solenoid shuts off the fuel that go through the carburetor into the engine. It will shut off when there is a safety issue. It also shuts off with the key and helps prevent the engine from backfiring which can cause damage.
The fuel system on a Briggs and Stratton engine works by fuel being gravity feed from the fuel tank. Fuel goes to the carburetor where air and gas the mix, after the air and fuel mix it is feed into the engine where the engine goes through the four strokes.
Briggs and Stratton made almost exclusively four stroke engines. There is no fuel oil mixture for a four stroke engine. Are you sure you have a two stroke engine by Briggs and Stratto? rhg
If you mean the stop solenoid it is on top of the fuel pump. The fuel pump is at the front of the engine bay on driver side.
The fuel filter for a Honda self propelled push mower with a Briggs and Stratton engine is located between the fuel tank and the carburetor. The fuel filter is only about one inch long.
Fuel solenoid: Small plastic clip w/2 wires attached to bottom of carb float bowl. Starter solenoid: Depends on application/equipment manufacturer, but usually is a black plastic, 2 or 3" square, w/2 lugs about 1.5" high, and 2 smaller connections on side for keyswitch.
Check that the solenoid is working and is the right one. Make sure the rubber is good and that the middle has not dropped out.

Check forn 12VDC at the fuel stop solenoid located on the injection pump, no 12V no engine fuel.
There is not really a set fuel air mixture. Each engine will be different even if they are the same engine during the build process they are set specifically to the engine.
The most common reason for a carburetor not to receive fuel is a plugged fuel line. The fuel filter can also be plugged.
