All IJ 9MM carbines are rifles. The receiver itself is not for a firearm, it is the firearm, missing some important other parts though, legally it is the firearm itself. The word carbine would indicate that it is more towards the rifle side of things, but a carbine in itself is a shortened easy handling rifle.
There are carbine conversion kits which use the lower receiver of the Glock pistol, and mate it to a carbine upper, yes.

The 9x19mm magazines are not 100% compatible. The carbine magazines fit into the pistol, but the pistol magazines are too short to be used in the carbine.

The Super Enforcer Model 3000 manufactured only in 1985 and 1986 is a pistol version of the US Carbine, 30 caliber, with an 11 inch barrel. It was re-introduced as the Enforcer with a 10 1/2 inch barrel in 1988 and discontinued in 1993. A great source of information on Iver Johnson firearms is the book by W.E. Should be on the right side of the receiver, in between the ejection port and the barrel.
I believe it to be a vintage Iver Johnson pistol
