All transmissions require maintenance. On a Cavalier that is supposed to be sealed for life, you can still check and add transmission fluid.

With the vehicle running, you remove a bolt located on the transmission. It is on the passenger side, where the CV joint connects to the transmission. It is also about 3 inches above the transmission oil pan. You can't miss it, looks like it has no reason to be there.
You add Transmission fluid until it starts dripping from the hole missing the bolt. Place the bolt back into place. Your transmission is now filled to level.
Don't forget, DO NOT ADD CHEAP transmission fluid to this vehicle. It is very delicate and cheap fluid will make the transmission slip. Add ONLY Dexron-Mercon or higher quality transmission fluid.
You can check the fluid in your 1995 Chevy Cavalier transmission with the transmission dipstick. The transmission dipstick will be on the left-hand side of the transmission and have a bright yellow handle.

This bolt is just to check the fluid level is correct and will not drain the entire Transmission fluid reservoir, you must remove the pan to remove the transmission fluid.

you change the manual transmission fluid in a '99 cavalier simply by removing the transmission drain plug and allowing all the fluid to drain then replace the plug and refill with Syncromesh transmission fluid(that is the fluid recommended by Chevy for use in your transmission) It should take 2 quarts.
