Usually if the resistor is bad the heater will only run on full blast.
The front blower resistor on a 98 Dodge Caravan is replaced by removing the cover and disconnecting the wiring harness. The resistor can then be pulled and a new one put in its place.

The resistor block or blower motor resistor is used to control the speed of the blower motor. That is how you get the lower speeds on your air conditioning or heater. The higher the resistance the lower the speed of the motor.

There are similar, but not the same.
It is located on the passenger side firewall in the engine compartment, right next to the strut housing.
First check the fuses. If the fuses are okay I would suspect the switch and plug had a meltdown or the blower motor itself is shot. If it was the blower speed resistor that was shot you would still have high speed.
You lower the glove box lid by releasing the catches on the sides. You unplug the resistor and remove the two 8mm hex head screws.
you might want too check the fire wall on the passanger side right up under the wiper motor it should pull out with a little help.
Perhaps resistor packs on blower motors is defective and need replacement
It is in the fire wall, over top of the right strut tower, accessible under the hood.
when a blower motor only works on high, it is usually due to faulty resistor board. Should be located in the duct near the blower. the purpose of this is so the air blown by the blower keeps the resistors cool.
