If they are disc you can see the pads easily since they are not covered. Sometimes you can even feel them through the wheel with your finger. I do this on fronts all the time. If they are drum, all you have to do is pull wheel and drum to look at shoes. As a rule of thumb if lining is same thickness or less than backing plate they are mounted on, they need replaced. OR if the wear indicators are close to disc. (Some disc brake pads have a metal tab attached that touches disc when they run down to warn you) If you do it by feel, just feel the pad and backing plate along side to compare.
