First, you can use your computer to charge it. Or, if you want a wall charger, you need a AC/DC adapter that has a female USB socket and outputs 5V DC with at least 500mA (lower amperage will work; it will just take forever). You probably won't find one that is cheaper than the Apple one in most stores (there's a Sony one that they sell at a lot of places, but it's only about $5 cheaper). You can try buying one on eBay or Craigslist. Or, if you're really daring, you can try charging it with an onion and electrolytes: http://www.YouTube.com/watch?v=GfPJeDssBOM (neither tested nor recommended by me).

You need an internet connection to get apps for your iPod Touch, whether it is downloading them directly to the iPod Touch or it is using iTunes through a computer.
Normally it pops up saying you need to charge it. Or normally at the top it will have a battery icon. You can check that and when it is low or red you should charge your iPod.
