Use an electronic cleaner & spray inside the outlet to clean it. Make sure there is no power at the outlet when you're doing this. If it is extremely rusty you may have to replace the outlet.

The cigarette lighter / pwer socket is a constant hot socket. In most cars you can use this power socket at all times. It is best to remove anything(except the cigarette lighter) from this socket when the car is off.

Most cars have a central fuse block where all the fuses are located. It is also possible that the lighter is broken. You can get a new one at the parts store. rtfm
