there should never be oil in the carb. if there is then you have a problem. have you tipped the motor on its side on the carb side?
rebuild carb
Depending on the model, either inside the fuel tank or in the pick-up tube in the carb. Generally not servicable without tank replacement or carb rebuild.
Check fuel filter or sticking float: replace filter clean carb. hope this helps
There are two bolts holding it on to the block. You may have to remove some shrouds to get to it.

if it starts and runs for just a few seconds then dies it is generally a carburetor issue. clean or replace the carb and that should solve your issue.
Can only come from the carb and that means the inlet needle/seat are not stopping the fuel flow. Could be trash, damaged needle or seat.
There are a few ways to clean a small engine carb. One is the simple way of applying the coke to the carb and spray a small amount of carb cleaner to the carb. Number two is to take the carb off and take it apart and buy a rebuild kit and rebuild the carb.

remove the the bowl on the carb and clean with carb cleaner, be sure to clean the main jet. and the small holes in the bolt that holds the bowl on, if these are plugged the mower will start but not stay running
