don't dare use dish soap you will kill every single one of those fish and you wont beable to re-use the tank for yearsb, and that's with water in the thing. use an unused cheap sponge without toxins if you don't have a proper fish tank sponge.

use the sponge for nothing else but the tank. never use any type of cleaning product

That depends on the kind of filter you have. The best filter you can get is a power filter with compartments for different filter media. With one of these you can easily clean out one media at a time thus keeping the cycled bacteria in there. The worst filter of the lot which IMO should never be used, is an undergravel filter because it can not be serviced or cleaned at all. A filter should only be cleaned when the water flow is badly reduced. Only replace some of the media and only rinse loose rubbish off what you keep. The reason for this is to preserve the good Ammonia and Nitrite removing bacteria that have formed in the filter.

Firstly, the worst thing you can do is remove all the fish and completely clean out the tank. That is reserved for when you are actually getting RID of your fish and breaking down the aquarium.

Regular aquarium maintenance is easy and quick. You will simply need 4 tools; a gravel washer, a sponge (not used for household chores), water conditioner, and a 5 gallon bucket (again, NOT used for household chores, only for aquarium).

A gravel washer is a hard plastic cylinder connected to soft tubing. It is used to siphon out the waste that gets trapped in the gravel. Use the gravel washer to remove about 25-30% of the water in your aquarium every 1-2 weeks (once a week is best), the water goes into the bucket. Once the gravel has been cleaned, sponge down the glass in the aquarium to remove algae. Dump the old aquarium water down the toilet, and refill with tapwater and use the water conditioner to remove chlorine. Try to match the temperature of your aquarium with the new water. Add the new water to the aquarium.

Beyond that, clean your filter or replace the cartridge every few weeks on a day when you are not doing a water change; try not to disturb your biological media, and never rinse the bio media in tap water, only tank water.

Thats it!

You can buy an algae scrubber at any store that sells fish and/or fish items. If your tank is large, you should consider a longer want type as this allows you to reach down to the bottom without having to put your whole arm into the tank.

Avoid buying scrubbing sponges from a regular store as they often have a soapy additive in them, and this will harm your fish.

Really depends on the size. A small one may be cleaned by removing the aquatic life to a temp. tank and scrubbing the inside of the tank.

The cloudiness is caused by all the waste and excess food rotting in the gravel. When gravel is disturbed or gets dug up, your filters will clog quickly so clean out your filters more often.
