You pull it right back and wash it with soap, the same as any other part of the body. Draw your foreskin back to expose the glans and then clean the entire area with soapy water. Rinse with clean water and dry well before returning the foreskin to its natural position. Do this at least once a day, it is probably easiest to do it while you are in the shower or bath, while you are washing the rest of your body.
You must keep in mind however that no one but the person attached to the foreskin should try to retract it. In its original state it is still fused to the glans penis and damage and pain will be the result of forcing it back. in this case simply rinsing the penis without forcing the prepuce back is sufficient as the body looks after the hygiene required.
Keeping penis clean is very important. 1.) Gently pull the foreskin back. 2.) Rinse with warm water only. Soap under the foreskin can cause irritation and swelling. 3.) Pull the foreskin back in place over the head of your penis. Circumcised men can directly use warm water and soap and clean it carefully.

Depends on what the infection is and the cause. If it just from not cleaning under the foreskin, grit your teeth and clean it with clean, soapy water, rinse and dry. Keep it clean and as dry as possible and it should clear up fairly quickly. If it an STD or a more serious issue, see a doctor.
Circumcision is done for several reasons, although the only real advantage (long and short term) would be hygiene. When circumcised, it's easier to keep the penis clean, since there is no foreskin to have to clean under. Some do it for aesthetic reasons, feeling the penis looks better without the foreskin. There are also religions that require circumcision on a male, such as the Jewish faith. The circumcision is performed by the Rabbi when the baby is still only a few days old.
The foreskin may also be referred to as the prepuce.
There is a medical condition where the opening at the end of the foreskin is not large enough for the head of the penis to fully emerge. It can be treated relatively easily by a doctor. If the foreskin does not fully retract, infection may occur, so thoroughly clean the area daily.
