The same way you clean the outside. Tip: Remove the headlight first to get access to the inside. Pretty simple, should only take 2 or 3 beers.

are you sure the damage is to the inside of the lens, it may only be on the outside. Ever noticed moisture inside the lens? If you have composite headlights, you can remove the bulb, remove the headlight assembly, use some headlight lens cleaner, rinse it out, and let it dry. If you have sealed beam headlights, you can only change out the assembly or clean the lenses only on the outside.

Remove the headlight. Consult an owners manual. Or just take your time while disassembling. There is a headlight seal. This seal will deteriorate over time and needs to be replaced. You can Take apart headlight. Clean lenses, dry and replace seal. Take apart headlight. Cleans lenses, dry and use silicone gasket maker. Some people have had good luck with the following. Take apart headlight enough to slip in a silica pack that will absorb any moisture in the headlight area. Just make sure it isn't touching any hot areas. Good Luck
Most Tiburon and other sport car sites should have specific headlight cleaningdetails, but if you want to clean the inside of the lens, you'll need to remove it and either put it in the oven, or apply a heat gun to the seal. Once opened, you can clean it with a rag and some plastic polish for lenses, and then re-seal it with a new tube of weatherproof sealant. You'll need to clamp it or hold it together for some time to insure proper seal.

Are you sure the dirt is on the inside? I detail headlights at used car dealerships and sell a product called Crystalenz to clean gauge panel plastic. Crystalenz is made for cleaning headlight lenses but it works really well on gauges.
I doubt it as the headlights are sealed and most don't come apart.

Your local auto parts store can sell you a kit to restore the plastic lenses of your headlights. Just be patient and follow directions.
