I'm having this same problem at home and I was told to hire a plumber who can blow out the water lines running from the pressure tank into my house.
After the lines are rodded it is a great idea to also use a high pressure water jetter to scour the internal lines to restore full flow
A flush is not the same as a fluid exchange in reference to vehicle maintenance. A flush is a complete emptying of the fluid and washing the lines out with some sort of solvent. A fluid exchange is just the draining of the old fluid and replace with new, clean fluid.

In the gas Tank usually never need replacement made of soft medal dodge went away with paper filters due to high pressure in lines causing filter pcs. to clog lines each . I say best design yet less maintenance .if you see a filter someone modified the lines not a good idea
