Very simple. Think long and hard about this though, before you erase your entire town. (This is for AC:City Folk, I don't know about the other games.) Anyway, In the main menu before you start playing, when you see rover, click on one of the options that says Settings or something like that. It might be under "other things..." you'll find it. Somewhere in the menu, it should give you an option to demolish your town. Of course in other words, start a new game. Easy peasy. Click that, rover will seemed shocked, but continue on. :)
From the main menu, choose "Other Things" and then "Rebuild Town". That deletes everything
When you speak to rover, press other things and then press tear down house. If you do this, not only will you delete a person, but all their money and belongings will be destroyed too.
You clear it by going to the start of the game and selecting kick out
When you go on the menu that says continue and new residant click other things and click distroy town.

Yes, you need a memory card to play Animal Crossing. Without the memory card, none of your data will be saved. Animal Crossing did come out with a free memory card for play, though probably not anymore.

You have to have had every single item in your possession at some point during the game. So for example you would have to of had every single kind of wallpaper that was ever designed for Animal Crossing in your possession in the entire time that character has been playing to complete the wallpaper section alone. As you can imagine, it would take an extremely long time to have possessed every single item designed for Animal Crossing. I hope this makes sense as it is hard to describe!
