I had this same problem in the cold with my 01 Tribute. I used a degreaser to clean out the latch and then a light aerosol oil to protect it. No problems sense.
It was recalled in 2004. Call Mazda.
A vehicle, usually a compact in which the trunk and the back window are one moveable part (open and close). In most other vehicles the trunk is a separate part from the rear window, not in a harchback.

Open your hatch back, look to the left, close to the back, under the edge of the inside edge of hatchback opening and there will be a black rubber stopper looking thing. THATS IT.

The fuel filter is located mid way but close to the rear driver side tire under the car. there is a little square box that is the vapor canister and the fuel filter it's right next to it.
depending on if the gas lines are close to it and where it bolts to the headers
in the hand part where you close the door theres a screw, take it off, pull the assembly from the top by the window switches, when it comes out the wires will follow, disconnect the harness, and replace with the new power switch. (note this is the drivers side)
