In the Braille Cavern, there is a wall at the back that translates, Relicanth first, Wailmer last. (not a direct translation.) So, in your Pokemon party, put Relicanth in the first slot, and Wailmer in the last slot. read the door again, and you'll hear three BOOMS. These are the Regi doors opening. Regirock is in the desert, Regice is just north of Dewford, and Registeel is between Fortree and Lilycove.
To get these ancient beings, you need to follow some rules. For Regirock, start at the braille wall and move down two spaces, and then left or right two spaces. (I forget which one it is, but I'm pretty sure it's left.) Then use Strength.
Regice is the easiest one to encounter. Simply walk up to the Braille writing, read it, then wait 2 minutes of real-world time. Voila!
Registeel is fairly easy as well. "Read" the braille, then move to the center of the cavern, then use Fly.
