Any time I've had electric windows not respond to the switches, it has been broken wiring. This was with vehicles at least 8 or 10 years old. So far they wire have all been broken inside the rubber wire path on the driver door. The one the protects where the wires cross from under the dash through the door frame and into the door up to the controls. The wiring has gotten old and brittle and the driver door is always used so the wires are being flexed there the most.
Once you locate the "hot" wire, touch other wires to make the other windows go up & down. As you do this use masking tape to label where and what each one does.
