If they are just texting each other and chatting there is nothing wrong with that, but if they are flirting with each other then there is a problem. You shouldn't have to confront the female neighbor, but have a very serious talk with your husband! Communication is the key. Be sure you have proof that something is going on between them before you accuse him. If so, then tell him that if he texts her one more time his bags will be packed and at the front door!
