I have a pet cat, and lots of pet mice, too. They certainly can co-exist. Most importantly, keep your pet mice in a cage (a glass aquarium with a mesh lid is best) and try not to let them escape. If they do get out and the cat hurts them, you'll need to take them to a vet right away, even if it's only a scratch. Cat saliva is toxic to mice, and a vet will prescribe antibiotics. I've never had a problem, though--my cat recognizes that the mice are part of the family, and leaves them alone. I've even held both at the same time--the mouse in my hand or on my shoulder, the cat on my lap.
You need to show her that you are responsible and caring, because cats need a lot of responsibility to be taken care of.
It sucks for you if she is allergic to cats, though. (like my mother)
just tell your mom that there is a lot of cats out in the world dieing and you need to save one or more and promise to take care of the cat or cats it always works.
It's very tricky. You should just figure it out by yourself. It's your family after all.
Perhaps by doing some things that prove you can be responsible enough to take care of a kitten. Or consider an adult cat instead of a kitten, they are much easier to take care of.
The best way to convince a mom to get a kitten is to let mom know that you are responsible. Tell your mom that you will feed and love the kitten and always take care of it.

To convince your mom that you are not wasting money, prove that you are living within your means. You shold have some money in savings, and you should have reasons for the purchases that you are making.
By taking on more responsibilities around the house, do more chores, show to her you are responsible enough to handle taking care of a cat all on your own. Show her that you will take full responsibility and care of the cat and she will not have to do anything to care for it. Maybe have the cat solely in your room/small part of the house, this way your mom won't have to deal with the cat all the time and it is more of a responsibility for you to care for it.
