First you should tell them when they are in a good mood, when they are working they might not be listening. If they say no, then try asking why, and give them some time to think about it. You should also say to them "Hey, what if we slowly introduce the new cat to are dog, I will let it stay in my room until *Insert dog's name* is used to the new cat".
