Having a guinea pig as a pet is a huge responsibility because you alone will have to care for it properly, things like cleaning the cage regularly as well as just feeding and playing with your pet. Proper care and attention is the only way to make sure that the guinea pig has a full, happy, healthy life. They are not toys that you can cast aside as soon as you get fed up with them ;-)
So...you need to prove to your mom that you can be responsible. Ask her to let you prove this by getting a live plant and taking care of it for a decided amount of time. If you can take care of this live plant properly then you are on the way to being responsible enough to have a guinea pig.
If you don't like the idea of a plant, you should gradually show that you are responsible enough to take responsibility for an animals life by showing that you can be responsible for your own life. Best way to do this is to keep your room tidy, help to do chores around the house - nothing serious but show that you are willing and able to look after your own surroundings and then they will start to realise that you might look after an animal.
In the meantime, you should do your research and find out all you can about keeping guinea pigs, things like what they need to eat and how much, what kind of cage they like to live in, are they happy to live on their own, how long do they live for, and so on.
You could also gather enough money to buy the guinea pig and everything else that you would need, such as feeders, a cage, toys, etc, so that your mom can see that you are willing to spend your own money on the animal. Don't forget that you will need to spend your money on your guinea pig throughout its life, maybe quite a lot if you ever need to take it to the vet.
If your mom is worried about you not having enough room for the guinea pig, you could try to rearrange where you plan to put the cage.
Whatever you do, you should not keep pestering your mom for the guinea pig. If you really are ready to take on the responsibility show her that you are - pestering certainly is not responsible behavior!
