Unless you have a sailor uniform or you can sew, you can put together a great piece of cosplay.
If those aren't the choices for you, you will have to buy it online.
Sure, a lot of Asians cosplay as Caucasian characters.
They haven't animated that part yet.
Sealand's human is Peter Kirkland
Depends on your body figure, budget, and which character you like.
No. His name is Peter Kirkland and he is Arthur Kirkland's (England's) younger brother.
France
Japanese dub shall come out in 2010 but it should take two years for it to be dubbed in English BY SEALAND AND CHINA ^^
I would search it in Youtube. I found a really good (And I mean REALLY GOOD) Sealand model by searching in Youtube.
I would! But I live in Canada... Try posting a facebook event page? That's how GodPa organises cosplay meetups around here~
Well, I happen to think that is a matter of opinion and who ya wanna cosplay as. Most people think it's odd for a guy to cosplay as Italy and it would be odd cosplaying as any of the female characters (as it would be for any anime), but for said male to cosplay as Germany, Prussia, Russia, America or any of the other characters like that then I think it would be perfectly normal (as normal as cosplay can be, that is).
The characters in Hetalia are personifications of that country. So the character "Spain" is a personification of the country Spain. Sometimes two countries represents one country (eg. North and South Italy), and a few of the countries are micronations (eg. Sealand) or historical countries that no longer exists (eg. Prussia).
