Well, I happen to think that is a matter of opinion and who ya wanna cosplay as. Most people think it's odd for a guy to cosplay as Italy and it would be odd cosplaying as any of the female characters (as it would be for any anime), but for said male to cosplay as Germany, Prussia, Russia, America or any of the other characters like that then I think it would be perfectly normal (as normal as cosplay can be, that is).
