The easiest way is to use Microsoft Paint, which comes on Windows machines.
Start

Accessories
Paint
Use the top right Square selection tool to select the part of the image you want.
Press CTRL and X to cut the part of the image you want.
Go to File, and click New.
Don't save!
In the new document at the bottom right of the white box canvas, select the corner and bring it to the top left of the screen.
Press CTRL and V to paste, and voila!
Save your document.
