Any editing of media has to be done outside the Windows Movie Maker Program.
There are programs out there that are used specificly for cropping that will enable you to retain the quality you are after. Google search and see if you can find a program that you can download a trial version of.

It is impossible. You would have to manually crop an image using Paint or a similar program, then bring it from that program into Google Docs.
Did you solve the problem? I am not sure if other video editors can do so, but Joyoshare Media Cutter has an option to crop video. You can download and install it. Then add the video to the program. Click the edit button to access the editing tab. Click adjust video > click the crop > tap on Ok.
