i have a bearded dragon who is 6 and i occasionaly file his nails with a nail file so he doesnt scratch people when we hold him it is not required as long as you keep rough items in their tanks for them to wear their claws down on. I would not clip or cut their nails just file i tried to cut his nails once and stopped after one nail because it shatterd. my beardie just sat their when if filed his nails like he was in a pedicure. good luck hope thaat helps.
I cut my budgies claws by outting him on his cage and putting my hand in his cage and cutting them. Or you can put the budgie on your finger and try it that way. To cut a budgies claws you can use a standard nail clipper. You can also Buy this paper-like stuff that goes over the perch your budgie stands on.This is what I use.
When cutting a beared dragons nails your want to cut only a little at a time. Just cut enough where the nail is dull. You dont want to cut it to far down because that would make the dragon uncomfitable and you might clip a vein and it will start bleeding. To stop the bleeding use flour or baking soda

Just use human nail clippers, make sure you don't go past the curve in the nail though as their is a quick in there that will bleed if cut
