Most of dating in junior high tends to be forming relationships that are cultured at school and through texting/calling. It is easiest to start a relationship by asking the other person to a dance that your school hosts or by inviting them to do something that is after school, but close enough that a parent does not have to drive both of you together.
Once you have hung out with them once one on one, if still interested you can move on to the "dating" stage. Make sure you are both on the same page in order to define your relationship as "dating" and you can let all of your friends know. In the "dating" stage you will want to go out of your way to do nice things for them, like writing them nice notes, giving them candy, etc.
In this stage, you guys will probably want to hang out sometimes at lunch. You might also hang out sometimes after school. Most of your relationship outside of school will probably be over the phone.
There is no need to date in middle school and many people wait until high school or even college. Dating is a way to get to know others and have fun!
Age doesn't matter. If you like him for him, then date him! It's not lie anyone will care(:
