The 1991 Toyota Camry has an alarm system button below the steering column. The ignition must be turned on and the button pressed for 30 seconds to deactivate the alarm.

On my 96 Camry, there is a "kill" switch on the front left of the floorboard on the driver's side. If you switch it, it will deactivate the alarm. I don't know if that helps with this model though. Ignition key should be "ON" when you use the "kill" switch to de-activate .
If you deactivate the horn your car will not pass the state inspection next time. In order to get rid of the problem you have to reprogram the alarm system. For that you have to find out which alarm system you have. If you have an aftermarket alarm system then you can check the alarm system manufacture website for instructions. If the alarm system was installed by the manufacture you have to contact a local car dealer (the same manufacture of course).
Many camries have manufacture alarm system. You Camry has it, that's why it beeps when you lock the car. It sets yp the alarm system in the position ON.
The easiest way to deactivate your 1995 Mitsubishi Eclipse alarm system is to remove the alarm fuse. The alarm fuse can be found in the fuse box.

You can't disactivate anything...deactivate perhaps?
you have to get a tech at a dealership to do it. but they normally only do it for law enforcement (detectives) that have a letter from there department. Sucky I know. I work for Toyota and drive a Camry the alarm drives me nuts.
