If its the same as the 2001 subaru forester, there are two fuse panel locations: The main one is located on the lower left hand corner of the driver side dashboard where you will see what looks like a pull open ashtray holder. Pull that open and you will see that it is actually a cover for where the fuses are located.
I have an '01 MY02 (Gen III) Liberty (Legacy) that has hill holder :) My 1994 Loyale has it.

The transmission vent is plugged with debris.
Under the hood, right side near the hood hinge. Insert a fuse in the holder, after flipping the top open, to disableall-wheel drive. (there are spare fuses in the fuse box near the battery) Note that Subaru does not recommend that you do this except for use as a diagnostic tool because it does change the way that the car handles. --Ken
I just did my 2005 Ford Escape front brakes and the caliper was 7mm Allen and main holder is 18mm ...RRR Wis.
Pull out the ashtray and then the panel above and the cup holder . Radio will then come out

Pull that open and you will see that it is actually a cover for where the fuses are located. The second fuse location is located under the hood next to the battery. There you will see a 4x6 black box that has a cover on it held on by plastic clips or screws (I forget which). Undo the clips/screws and you will see the fuses. Also, be aware of the fact that underneath the cover that you remove are where two replacement fuses are located along with a fuse puller).
How does the clip go on to hold the bulb in place? I can't see all of the bulb holder.
Undo the six plastic retainers along the top of the engine grill. The centre needs to be lifted up on each one while holding down the outside rim. When the centre is raised the retainer can be removed by levering up the outer rim. With these removed, there is enough room to flex the grill forward enough to get access with long-nosed pliers to the bulb holder on each side. Twist the bulb holder anti-clockwise with the long-nosed pliers to free the bulb holder. The old bulb should just pull out and the new one push in until it clicks into place. Handle the new bulb with gloves or tissue paper to avoid getting finger prints on the bulb glass. Twist the holder back into place clockwise and then reverse the process for replacing the grill fasteners.
