It is wrong; you know it and you owe your sister the safety of her privacy so confront your husband as soon as possible about it when you sister is not at home. Your husband has problems that need to be dealt with and spying on your sister in the shower is only the tip of the iceberg and he is up to much more. If he refuses to stop doing so then you will have to ask your sister to move out and tell her why or, you will have to make a decision to leave your husband unless he goes for psychological help.
