Wesker would win no doubt , Leon is strong and very agile also he is a Master in Hand to Hand combat, but in a fight against Superhuman Wesker , he would get raped. Just think about it Chris needed Sheva, Jill, Josh two rocket launchers and a Volcano to beat Wesker so Wesker would win.

Jill and wesker were thought to be dead however they survived. wesker had implanted some sort of crest into jills chest which controlled her mind meaning wesker could make her do as he wished. i havn't found any information as to why she was wearing the costume and mask to hide identity. in the battle chris+sheva vs wesker+Jill when wesker left the room and left Jill to fight chris and sheva. i think that wesker used Jill knowing chris wouldn't kill her other than that i don't see any reason to enslave Jill
